Abstract This Regional Law establishes legal grounds for agricultural development related to production of agricultural commodities and provision of the population with foodstuffs of the Russian origin and, in particular, produced on the regional territory. The main directions of state agrarian policy shall be: (a) ensuring food quality control; (b) conservation and reproduction of natural resources used for agricultural production; (c) formation of agricultural commodities and food market; and (d) subsidies to the producers of agricultural commodities (art. 5). State support of the producers of agricultural commodities shall be carried out in the following forms: (a) credits; (b) insurance of agricultural risks; (c) promotion of pedigree stockbreeding; (d) promotion of elite seed-growing; (e) animal production; (f) soil improvement; and (g) extension (art. 7).
