This Regional Law enters into force on the date of its official publication.
Abstract

This Regional Law regulates relations in the field of protection of the atmospheric air within the limits of competence of the regional public authorities and is aimed at ensuring the constitutional rights of citizens to a favorable environment and reliable information about its condition. In order to monitor air pollution, comprehensive assessment and prognosis of its condition, as well as provision of the bodies of state authorities, local self-government bodies, municipalities, organizations and the population of the current and emergency information about air pollution, authorized regional executive body in in the field of atmospheric air protection takes part in the organization and conducting state monitoring of the atmospheric air and within its competence ensures its implementation on the regional territory. In accordance with the legislation of the Russian Federation in the field of environmental protection, state monitoring of the atmospheric air is carried out within the framework of the state environmental monitoring according to the procedure established by the Government of the Russian Federation. Public control over the protection of atmospheric air is carried out by public associations and other non-profit organizations in accordance with their statutes, as well as by citizens in accordance with applicable law.
