Abstract This Regional Law establishes the grounds for state policy in the sphere of treatment of stray animals. It shall be related to cats and dogs which owners are unknown. Basic principles of state policy related to stray animals shall be as follows: (a) the number of stray animals shall be subject to regulation; and (b) human attitude to stray animals shall be the basis for regulation of the number of stray animals. Regional Government shall be responsible for organization of stray animals’ shelter and registration of stray animals.
