Abstract This Regional Law establishes that emission of pollutants from stationary sources to the atmospheric air shall be authorized in accordance with permits issued by the competent regional institution that must envisage terms and conditions for protection of the atmospheric air. Regional Government can apply additional atmospheric air protection requirements in addition to those imposed by federal legislation on condition that regional requirements cannot be lower that federal air quality standards. Atmospheric air shall be subject to constant and continuous air quality monitoring. Polluter pays principle shall be applicable on the regional territory for atmospheric air pollution.
