Abstract This Regional Law regulates relations in the sphere of energy saving and has as its scope improvement of energy efficiency. It regulates relations in the sphere of energy saving between natural and legal persons originating in the process of the aforesaid activity and is aimed at efficient use of energy resources in the process of extraction, processing, transportation, storage and consumption thereof. Basic principles of the regional energetic policy shall be as follows: (a) priority of more efficient use of energy resources over increase of the extraction thereof; (b) combination of the interests of consumers, suppliers and producers of energy; (c) promotion of renewable energy use; (d) mandatory use of energy consumption metering devices.
