Abstract This Regional Law delimits plenary powers between state bodies in the sphere of subsoil management. Regional Administration shall carry out the following plenary powers: (a) validates regional programs for the development and management of mineral deposits; (b) establishes the modalities of extraction of common widespread minerals by owners of land plots to the depth of 5 metres; (c) establishes the modalities of state registration and issuance of mining licences; and (d) establishes the authorized state regional subsoil management body and its sphere of competence.
