Abstract The scope of this Regional Law shall be to ensure protection against forest fires, forest management, including forest nursery and forestry seed growing, compliance with regime of protected areas, rational use of non-timber forest resources and conservation of biological diversity. In case of high forest fire risks can be imposed prohibition on stay of citizens in forests and prohibition of movement of vehicles through forests. Restrictions on collection of edible non-timber products, including medicinal plants, can be imposed in the following cases: (a) protection of the interests of forest managers carrying out procurement and collection of wild growing forest resources, afforestation and reforestation; and (b) conservation of rare, protected and endangered plant species.
