Abstract This Regional Law regulates relations concerning management, protection, conservation and reproduction of forests, either pertaining or not pertaining to forest fund, and also unforested land of forest fund. All the forests, except for urban forests, and unforested forest fund land shall form forest fund. Boundaries of forest fund shall be determined through separation of forest fund land from other categories of land. Forest fund and forests of defence shall pertain to federal (public) property. Forests shall be classified in two categories by degree of protection properties. Calculated felling area shall be established for each forest district in accordance with the principles of rational, continuous and inexhaustible management of forest fund. Timber extraction in the form of clear cutting to the amount exceeding calculated forest area shall be prohibited. Forest management rights shall be regulated by public acts, contracts and court decisions. Forest parcels can be allotted on lease for payment for the period from one year to 49 years. Sub-lease of forest parcels shall be prohibited. Procurement of non-timber forest products shall be carried out exclusively in accordance with felling permit. Full text Russian Website gov.cap.ru
