Abstract This Regional Law regulates relations for ensuring soil fertility of agricultural land. Owners, tenants, and lease-holders of agricultural shall have the right to: (a) carry out agrotechnical, agrochemical, amelioration, phytosanitary and anti-erosion arrangements for soil improvement of agricultural land; (b) obtain information from state bodies related to soil fertility of their land and time history thereof; and (c) other rights complying with normative legal acts of the Russian Federation. The main directions of state regulation of activities in the field of ensuring agricultural land fertility shall be as follows: (a) development and implementation of the regional state programs for ensuring agricultural land fertility; (b) state regulation of agricultural land fertility and accounting for indicators of its condition; (c) monitoring agricultural land fertility in cooperation with federal services that carry out state land control; (d) conducting soil, agrochemical, phytosanitary and ecological-toxicological surveys of agricultural land; and (e) other directions in accordance with federal legislation and the regional legislation.
