Abstract This Regional Law establishes organizational and legal provisions for protection of the territory, including land, water, air space and environment, and the population against natural and technological disasters. The scope of this Regional Law shall be prevention of the outbreak and propagation of natural and technological disasters, reduction of damages caused thereby and mitigation of the consequences thereof. Regional early warning system shall be integral part of the federal (national) early warning system. The population shall be informed by the competent state institutions of the forecasts related to outbreak of natural and technological disasters, consequences thereof, and data related to radiation, chemical, medical and biological, fire and environmental security.
