This Regional Law enters into force ten days after the date of its official publication.
Abstract

This Regional Law, in accordance with the Constitution of the Russian Federation, the legislation of the Russian Federation and the Perm Territory in the field of environmental protection regulates relations in the field of conservation and development of the regional green areas within the boundaries of the cities of the regional and province significance with a population of at least 20,000 people and growing in these territories green plantations, with the exception of protected areas and areas covered by forests. It is aimed at the implementation of the constitutional right of citizens to a favorable environment. Green areas shall be intended land plots or parts thereof, on which green plantations grow (with the exception of territories of forests and protected areas), as well as territories with natural and (or) artificially created landscape gardening complexes (objects). Green spaces shall be intended tree-shrub and herbaceous vegetation of natural and artificial origin, as well as free-standing trees and shrubs, not classified as forest plantations, creating a favorable natural environment in municipal units of the Perm Territory. The following categories of green areas are located on the regional territory: (a) common use of the territory used by the population for recreational purposes (parks, gardens, squares, boulevards, alleys, embankments); (b) territories of limited use within the residential, civil, industrial buildings, as well as occupied by objects of health and public services, science, education, and used by the population; (c) special purpose green areas - territories within the boundaries of sanitary protection zones, protective and reclamation zones, cemeteries, along automobile roads and railways, as well as nurseries, flower and greenhouse farms, formed by the owners (users) of objects in accordance with the legislation of the Russian Federation and the regional legislation; and (d) natural and recreational territories - territories of river valleys, water protection zones, as well as spontaneously formed landscaped territories not included in other categories of green areas. The main directions of environmental protection in the field of conservation and development of the regional green areas include: (a) protection of green areas and green spaces; (b) gardening of territories, reproduction of green spaces; (c) compensatory landscaping and compensation for damage caused to environment by demolition, damage, destruction of green spaces; (d) registration of green areas and inventory of green spaces in green areas; and (e) information of the population on issues of conservation and development of green areas.
