Abstract This Regional Law sets forth priorities of the regional ecological policy directed at environmental improvement, conservation and reproduction of natural resources, including natural ecosystems, and ensuring ecological security. Basic principles of the regional ecological policy shall be as follows: (a) sustainable development; (b) priority of ecosystem conservation; (c) prevention of negative environmental impact; (d) openness of ecological information; and (e) public participation.
