Abstract This Regional Law establishes that regional forest resources shall be jointly managed by the Russian Federation and by the Region. Owners of forest fund shall carry out the following functions: (a) inventory; (b) concession of parcels of forest fund for short-term and long-term management; (c) annual allotment of cutting areas and issuance of felling licences; (d) afforestation and reforestation; (e) intermediate felling; and (f) prevention of forest fires and extinguishment thereof. Basic requirements for management of forest fund (public forest) and of forests not included in forest fund shall be: (a) continuous, inexhaustible and rational forest management; (b) forest ecosystem conservation; (c) forest management based upon forest classification into specific groups and functions thereof; (d) ensuring forest reproduction; (e) forest management requiring payment; and (f) compliance with scientifically substantiated rates of forest management.
