Abstract This Regional Law establishes that regional forest resources shall be jointly managed by the Russian Federation and by the Region. Owners of forest fund shall carry out the following functions: (a) inventory; (b) concession of parcels of forest fund for short-term and long-term management; (c) annual allotment of cutting areas and issuance of felling licences; (d) afforestation and reforestation; (e) intermediate felling; and (f) prevention of forest fires and extinguishment thereof.
