Abstract This Regional Law establishes the procedure for organization, the system of performance and the main directions of state regulation of herd horse breeding and is aimed at the conservation of national traditions and the process of herd horse breeding if the indigenous peoples Sakha, for which herd horse breeding is a traditional agricultural activity, and also for conservation and extending area in the Russian Federation of local horse breeds. The Act consists of VI Chapters divided into 23 Articles Chapter I lays down general provisions. Chapter II regards the system of herd horse breeding. Chapter III establishes rights and duties of the owners of horses. Chapter IV regards land relations. Chapter V regards compensation of losses. Chapter VI lays down final provisions. State regulation of herd horse breeding shall be performed in the following forms: (a) elaboration and implementation of the regional sub-program of herd horse breeding within regional state program of agricultural development; (b) organization of training centers for herd horse breeding; (c) unified procedure for state registration and accounting in the field of herd horse breeding; (d) adoption of measures for expansion of breeding areas of the local horse breeds; (e) scientific research related to selection and technology of horse breeding; (f) regulation of import and export of horses; (g) application of public servitude for grazing and transhumance of horses, except for land plots of forest fund; (h) promotion of various forms of cooperatives; and (i) regulation of the number of horses based upon availability of pastures.
