This Regional Law enters into force on the date of its official publication.
Abstract

This Regional Law regulates relations originating from economic activity and other activities producing environmental impact. Objects of environmental protection against pollution, exhaustion, degradation, deterioration, destruction and other negative impact of economic and other activities shall be: (a) land, soil, subsoil; (b) surface water and groundwater; (c) forests and vegetation, wild fauna, animals, other organisms and genetic fund thereof; and (d) atmospheric air, ozone layer and outer space. Natural ecosystems, landscapes and natural complexes shall have priority protection (Art. 5). Each citizen shall have the right to favourable environment, protection thereof against negative impact, access to reliable information on the state of environment and compensation of environmental damages (Art. 11). Authorized state environmental bodies shall carry out environmental assessment of natural resources and registration thereof (Art. 15). Management of some natural resources shall subject to compulsory licensing (Art. 17). Ecological certification shall be carried out in order to ensure ecologically safe economic activities (Art. 19). Negative environmental impact shall require payment of fees (Art. 21). Enterprises, institutions and organizations, economic activity of which exercises direct or indirect environmental impact must be in possession of ecological certificate (Art. 37). Expropriation of regional protected areas, except for cases envisaged by federal legislation, shall be prohibited (Art. 42).
