Abstract This Regional Law governs: (a) the powers of state authorities and local self-government bodies in the field of viticulture and winemaking; (b) directions of the regional state policy in the field of viticulture and winemaking and measures for its implementation; and (c) measures and directions of state support in the field of development of viticulture and winemaking. The main directions of the regional state policy in the field of viticulture and winemaking are: (a) development of infrastructure in the field of viticulture and winemaking; (b) implementation of state and municipal support of subjects of viticulture and winemaking; (c) ensuring the sustainable development of viticulture, increasing the area of vine plantations, planted mainly by planting material of domestic production; (d) assistance in the promotion of wine products, made from grapes grown on the regional territory, on the domestic and foreign markets; (e) ensuring favorable conditions for the production and circulation of products of viticulture and wine products produced from frapes grown on the regional territory; (e) development of research, scientific and technical and innovative activities in the field of viticulture and winemaking, including activities for quality control of viticulture and winemaking products, identification of counterfeit wine products and poor quality wine products; (f) promoting the introduction of efficient, safe and environmentally friendly technologies in the implementation of activities in the field of viticulture and winemaking; (g) development of educational activities in the field of viticulture and winemaking development, including by improving the system of training and supplementary professional education of personnel for the implementation of activities in the field of viticulture and winemaking; and (h) development of a risk insurance system in the field of viticulture and winemaking.
