Abstract This Regional Law regulates potable water supply and establishes state guarantees for potable water supply to the regional population. Basic principles of potable water supply shall be: (a) state guarantees for ensuring priority supply of potable water; (b) public supervision and control over potable water supply; (c) safety, stability and governability of potable water supply; (d) registration and application of water charges for potable water supply; (e) state support for manufacturing and supply of machinery and equipment for potable water supply and also of chemicals for potable water treatment (art. 4). Owners of centralized potable water supply systems shall carry out potable water supply in accordance with contracts (art. 6). Potable water supply shall be subject to licensing (art. 9).
