Abstract

Agricultural commodity fish rearing shall be intended breeding and (or) keeping, growing and catching of domesticated fish species performed in semi-captive conditions and artificially created habitats, including fish-breeding areas. Domesticated fish species shall be intended species and breeds of fish entered in the State Register of selection achievements authorized for use, approved by the federal executive body authorized by the Government of the Russian Federation. Artificially created habitat shall be intended waterbodies, areas of the continental shelf of the Russian Federation, areas of the Exclusive Economic Zone of the Russian Federation, facilities where the cultivation and (or) keeping, breeding and growing of aquaculture species shall be performed with the use of special devices and (or) technologies. Regional state policy in the field of agricultural commodity fish rearing is aimed at: (a) improvement of the normative legal base regulating the relations in the field of agricultural commodity fish rearing on the regional territory; (b) development of agricultural commodity fish rearing on the regional territory; (c) regulation of the process of using the fish-breeding sites for meeting the demand in food, economic and other needs of the regional residents; (d) state support of fish-breeding farms; and (e) increase of fishery productivity of fish-breeding sites. Fishery amelioration is carried out by means of removal (mowing) of harmful aquatic vegetation, prevention of mass fish mortality, clearing of fish-breeding sites and realization of other measures providing favorable conditions for the maintenance of objects of agricultural commodity fish rearing. Fishery amelioration is financed by the regional budget, fish farms and other sources authorized by the legislation of the Russian Federation. Fish-breeding area is formed for breeding and (or) keeping, growing and catching of commodity fish-breeding species within certain boundaries of inland waterbodies located on the regional territory.
