This Regional Law enters into force ten days after the date of its official publication.
Abstract

This Regional Law regulates relations for ensuring peace and quiet of citizens. Peace and quiet shall be applicable to the following facilities: (a) residential premises, non-residential premises, common premises in apartment buildings, as well as land plots on which these apartment buildings are located; (b) residential buildings and the land plots on which they are located; (c) horticulture and gardening land plots with residential buildings located thereon; and (d) hostels, hotels, hospitals, dispensaries, sanatoria, rest homes, boarding houses, kindergartens, boarding houses for children, the elderly, the disabled and the land plots on which they are located. Actions (inaction) that disturb peace and quiet of citizens shall be considered: (a) use of TV sets, radio receivers, tape recorders and other sound-producing devices as well as amplifying devices, including those installed on vehicles, which caused a disturbance of rest of citizens and silence from 22 p.m. to 8 a.m.; (b) playing musical instruments, shouting, whistling, singing that caused disturbance of citizens' peace and quiet from 22 p.m. to 8 a.m.; (c) failure by owners (possessors) of vehicles to take measures to timely disabling of unreasonably working sound signals of security alarm of vehicles, which caused a disturbance of rest and quiet of citizens and silence from 22 p.m. to 8 a.m.; (d) use of pyrotechnic means, which caused the disturbance of peace and quiet of citizens from 22 p.m. to 8 a.m.; (e) performance of repair, construction, unloading and loading works in residential premises, non-residential premises and common areas in apartment buildings, resulting in disturbance of citizens' peace and quiet from 22 p.m. to up to 8 a.m.; and (f) performance of the aforesaid arrangements in residential premises, non-residential premises and common areas in apartment buildings, resulting in disturbed peace of citizens and silence from 22 p.m. to 8 a.m. and from 12 a.m. to 14 p.m., as well as on Sundays and non-working public holidays. The aforesaid offences shall entail administrative proceedings.
