Abstract This Regional Law regulates the relations concerning legal and organizational framework for ensuring restoration of fertility of agricultural land in the process of performance of economic activities by owners, possessors, users, including tenants, of land plots. Regional Government shall perform the following powers in the field of ensuring fertility of agricultural land: (a) establishes the procedure for making decisions on development of the regional state programs in the field of ensuring fertility of agricultural land, development and implementation thereof; (b) defines regional state executive authority in the field of ensuring fertility of agricultural land; (c) approves the rules of rational use of agricultural land; (d) approves the regulation of the Adaptive Landscape System Project for agriculture and soil protection; (e) approves the procedure for establishing an information data bank in the fields of ensuring fertility of agricultural lands; (f) approves the form of certificate of agrochemical state of the fields; (g) approves the form of the book of history of crop rotations fields; (h) approves the procedure for accounting of works for application of pesticides and agrochemicals and providing relevant information to the authorized body; and (i) exercises other powers provided by the federal and regional legislation.
