Abstract This Regional Law establishes legal, economic and social grounds for ensuring protection of the population and the territory against natural and technological disasters. The main targets of this Regional Law shall be as follows: (a) prevention of the outbreak and propagation of disasters; (b) reduction of damages and losses caused by disasters; and (c) liquidation of disasters. Regional early warning system shall be integral part of the national (federal) early warning system and it shall perform the following tasks: (a) data collection, processing, exchange and release of information; (b) early warning and information of the population of disasters and emergency situations; and (c) international cooperation if the sphere of prevention of the outbreak of natural and technological disasters and mitigation of the consequences thereof.
