Abstract

This Regional Law establishes legal grounds of the relations between landowners, landlords, land tenants (including foreign natural and legal persons land lease holders) and state bodies in the sphere of ensuring soil fertility of agricultural land, and also establishes rights and duties of natural and legal persons performing agricultural production in relation to efficient use of soil fertility. Soil fertility of all types of agricultural land must ensure sufficient conditions for crop growing without oppression of soil organisms. Soil layer of agricultural land must be free of hazardous and toxic substances for human health and agricultural animals exceeding maximum established residue limits after application of fertilizers, nutrients and pesticides.Fertility of agricultural land shall be intended the ability of soil to meet the needs of agricultural crops for nutrients, air, water, heat, biological and physical-chemical environment and to ensure the yield of agricultural crops. Restoration of fertility of agricultural land shall be intended directed changes in factors of soil fertility, which provide expanded reproduction of soil fertility and compensate for the loss of production potential of soil. State management and supervision in the field of ensuring fertility of agricultural land shall be performed on all land of agricultural purpose regardless of organizational and legal form, ownership form, actual condition and use thereof.
