Abstract This Regional Law regulates relations in the sphere of potable water supply and establishes state guarantees for ensuring potable water supply to consumers complying with potable water quality standards. The scope of this Regional Law shall be to ensure consumer protection in relation to potable water supply complying with safety and quality standards and to ensure stable potable water supply. Basic principles of potable water supply shall be as follows: (a) high priority of qualitative potable water supply to citizens; (b) state regulation and state supervision in the sphere of potable water supply and freshwater resources management; (c) safety and reliability of potable water supply; (d) state support for centralized potable water supply systems; and (e) payment for potable water supply through application of water charges.
