Abstract The Regional Law consists of 5 Sections composed of 12 articles. Section 1 (arts. 1-3)lays down general provisions. Article 1 introduces the main concepts. Article 2 treats waste materials as the object of property. Article 3 establishes the regulation in the sphere of waste disposal. Section 2 establishes plenary powers of state institutions and local self-government in the sphere of waste disposal (arts. 4-6). Article 4 establishes plenary powers of the Regional Legislative Assembly. Article 5 establishes plenary powers of the regional executive bodies in the sphere of waste disposal. Article 6 establishes plenary powers of local self-government. Section 3 (arts. 7-9) regards waste management. Article 7 lays down the main principles of state administration in the sphere of waste disposal at the regional level. Article 8 regards programs of waste disposal. Article 9 regards economic regulation in the sphere of waste disposal. Section 4 (arts. 10 and 11) regards control over activity in the sphere of waste management. Article 10 regards state control in the sphere of waste disposal. Article 11 regards municipal, production and public control in the sphere of waste disposal. Section 5 (art. 12) lays down final provisions. Article 12 determines putting into effect of the present Regional Law.
