Abstract This Regional Law regulates relations to ensure reproduction of agricultural land fertility on the regional territory, with the exception of horticultural and gardening land plots, agricultural land plots directly occupied by on-farm roads, communications, reclamation protective forest stands, waterbodies (including ponds formed by water support structures on watercourses and used for the purpose of the performance of pond aquaculture), as well as buildings, structures used for production, storage and primary processing of agricultural commodities. Regional state executive body competent in the field of ensuring fertility of agricultural land shall have the following powers: (a) collection, generalization and provision of information to the state register of agricultural land; (b) development of draft regulatory legal acts on state rationing of the fertility of agricultural land; (c) participation in the implementation of state monitoring of agricultural land policy and regulation in the field of the agro -industrial complex; (d) organization of measures aimed at improvement of agricultural land fertility; (e) approval of the form and the procedure for keeping books of the history of fields of crop rotation; (f) the creation and maintenance of the information bank in the field of ensuring agricultural land fertility; and (g) the exercise of other powers established by federal legislation and regional legislation.
