Abstract This Regional Law establishes legal, economic, environmental and social grounds for reindeer breeding as a form of traditional activity of indigenous peoples of the North and ethnic communities thereof. The scope of this Regional Law shall be to ensure reindeer breeding as a form of traditional community wildlife management and to guarantee stable development of reindeer breeding as economic activity. State regulation of reindeer breeding must ensure environmentally sound nature management and rational use of pastures, and allocation of state subsidies to indigenous peoples for the development of reindeer breeding.
