Abstract This Regional Law regulates relations concerning ensuring agricultural land fertility. It shall not be applicable to land plots allotted to citizens for subsidiary smallholding, gardening and horticulture. It delimits powers of the regional executive body (Regional Government) and authorized regional body in the field of ensuring agricultural land fertility. Agricultural producers performing arrangements for soil improvement and restoration of fertile soil layer shall have the right to public subsidies. Conditions for ensuring agricultural land fertility shall be as follows: (a) inadmissibility of cultivation on land plot of sugar beet continuously for two consecutive years; (b) inadmissibility of cultivation on land plot of sunflower more than once every five years; (c) incineration of crop residues is prohibited; (d) use of the system of soil tillage taking into account zonal soil-climatic conditions; (e) use of leguminous crops in the structure of sown areas; (f) shredding and incorporation of the resulting residues of agricultural crops into the soil; (g) keeping the journal of agrochemical and phytosanitary soil survey in accordance with the form approved by the authorized body; and (h) drawing up soil certificate.
