Abstract This Regional Law establishes legal grounds for the protection of Elton lake and adjacent territory that forms unique regional ecosystem. Elton lake and adjacent territory shall be recognized as protected area of regional significance. Administration of the protected area shall be recognized as non-commercial organization financed out of regional budget. Functioning of natural park Elton lake shall be based upon the following principles: (a) priority of activities complying with unique ecosystem and not damaging it; (b) risk assessment of impact by economic activities upon ecosystem; and (c) balancing of principles of ecosystem conservation and sustainable development. The following activities shall be prohibited on the territory of natural park Elton lake: (a) polluting economic activities; (b) clogging and biological pollution; and (c) drainage and land reclamation if having impact upon groundwater.
