Abstract This Regional Law regulates legal, economic and organizational issues originating in the process of manufacturing, transportation and consumption of fuel and energy with a view of more efficient management of energy resources. Energy saving shall entail more intensive use of renewable energy sources. Economic entities and production sites shall be subject to mandatory energy audit with a view of control of the efficiency of use of energy resources. Basic principles of energy saving policy shall be as follows: (a) priority of efficiency of use over production output increase of energy resources; (b) state supervision over efficient use of energy resources; (c) combination of interests of producers, suppliers and consumers of energy resources; (d) mandatory registration of consumption of energy resources; and (e) mandatory certification of any energy consuming device.
