This Regional Law enters into force ten days after the date of its official publication.
Abstract

This Regional Law establishes the general legal, organizational and economic foundations for the interaction of regional state authorities with sectoral unions (associations) and other non-profit organizations of the regional agro-industrial complex, and determines state guarantees thereto. Sectoral unions (associations) and other non-profit organizations of the regional agro-industrial complex shall be intended organizations that unite legal entities, individual entrepreneurs, cooperatives in certain sectors of the regional agro-industrial complex that do not have profit making as the main goal of their activities and are not distributing the profit received between the participants carrying out activities in the field of agricultural production, processing and service of agricultural producers. The interaction of regional state authorities with non-profit organizations is based on the following principles: (a) delimitation of powers between the regional state authorities on issues of state support for non-profit organizations; (b) determining the types of activities in the implementation of which members of non-profit organizations receive state support on the regional territory; (c) determining the forms and methods of state support for non-profit organizations, including financial, property and information support; (d) introduction of new mechanisms of state regulation and management, implementation of measures to reduce administrative barriers; (e) modernization of information and analytical support systems for the activities of government bodies, creation of conditions for ensuring the openness of regional government bodies; and (f) improving the efficiency of managing the financial resources of the regional administration, oriented towards results.
