Abstract This Regional Law regulates relations in the field of protection of the atmospheric airt that are not regulated by federal law. It establishes plenary powers and competence of regional state bodies in the aforesaid sphere. In urban and other residential areas, the regional state executive body and local self-government organize work on regulation (reduction) of emissions of hazardous (polluting) substances into the air during periods of adverse weather conditions. The procedure for the work on the regulation of emissions of harmful (polluting) substances in atmospheric air during periods of adverse meteorological conditions, including preparation and the transfer of relevant forecasts is determined by the regional government upon the recommendation of territorial bodies of the federal executive body in the region competent in the sphere of hydrometeorology and related areas and other territorial bodies of other federal bodies of executive power. The executive body of state power of the Republic of Khakassia competent in the field of the protection of atmospheric air determines the timing of the phased achievement of the maximum permissible emissions at the request of the relevant territorial bodies of the authorized federal executive body in the field of protection of atmospheric of the atmospheric air.
