Abstract This Regional Law delimits plenary powers of regional state bodies in the sphere of forest relations. Regional Legislative Assembly shall have the following plenary powers: (a) establishment of modalities and rates of timber extraction, procurement on non-timber forest products and medicinal plants by citizens for individual personal needs; (b) use of forests for hunting; and (c) felling of fir trees (spruce) and other coniferous forest species for New Year festivities in accordance with purchase and sale contracts of forest species without allotment of forest parcels. Governor shall have the right to set forest fees and forest charges. Regional Government shall exercise the right of ownership of forests, management and allotment thereof. Regional authorized forest institution shall carry out the following functions: (a) elaboration of forest management plan; (b) concession and allotment of forest parcels; (c) forest protection; and (d) conclusion of purchase and sale contracts of forest species.
