Abstract This Regional Law establishes legal, economic, environmental protection and social grounds for reindeer breeding as one of the bases of traditional community wildlife management of indigenous peoples of the North with a view of conservation of their traditional way of life and traditional rights. This Regional Law shall have as its purposes: (a) social guarantees for stable development of reindeer ranching independently of the form of ownership; (b) meeting the demand of the regional population in reindeer products; (c) conservation of reindeer ranching as traditional community management activity of indigenous peoples of the North; and (d) establishment of preferential right of indigenous peoples of the North and ethnic communities thereof for performance of reindeer ranching.
