Abstract

This Regional Law establishes legal basis for state support for the promotion and conservation of domestic reindeer breeding. Domestic reindeer shall be intended animal husbandry in rural areas, which includes breeding, conservation, slaughtering and use of domestic reindeer. Domestic reindeer shall be intended a domesticated type of reindeer, acting as reproductive basis of reindeer breeding and material value (meat, antlers, fur and other products, by-products, including endocrine-enzyme raw materials), and also as a means of transportation. Reindeer breeder shall be intended an individual directly involved in reindeer breeding, which relates to small indigenous peoples (minorities) of the Russian Federation permanently residing on the regional territory in places of traditional residence and traditional economic activities of indigenous peoples, leading traditional way of life, carrying out other traditional economic activities and engaged in traditional crafts, and also the aforesaid persons united by blood (family, clan) and (or) territorial and neighborhood principles. State support for reindeer herding in the region is aimed at the achievement of the following objectives: (a) preservation and increase in the number of reindeer; (b) improvement of breeding and productive quality of reindeer; and (c) development of the system of procurement, storage, processing and sale of products of reindeer breeding. State support shall be granted in the following forms: (a) financial support in the form of unrequited and non-refundable subsidies; (b) social support of reindeer breeders and their families; (c) information support; (d) training and promotional activities; and (e) other measures in accordance with acting regional and federal legislation.
