Abstract This Regional Law regulates relations in the sphere of protection of population, land (soil), water and air, and also environment against natural and technological disasters. The scope of this Regional Law shall be monitoring, forecasting and prevention of the outbreak of disasters, reduction of losses caused thereby and mitigation of the consequences thereof. Regional early warning system shall be organized in accordance with territorial principle and it shall perform the task of warning of the population of disasters and emergency situations, data collection and reporting, and also release of information related to protection of the population and territory against natural and technological disasters.
