Abstract This Regional Law regulates application of complex arrnagements for ensuring radiation and chemical safety of the population. Basic principles for ensuring radiation safety of the population shall be as follows: (a) non-exceedance of maximum allowable radiation levels; (b) prohibition of all uses of ionizing radiation when individual radiation level shall not exceed possible risks (substantiation principle); and (c) keeping as low as possible individual radiation levels. Radiation safety of th population shall be ensured through complex ecological assessment of the territory. Organizations using sources of ionizing radiation shall ensure internal control and supervision over radiation safety. Non-governmental entities shall have the right to exercise public control over enforcement of provisions related to radiation safety.
