Abstract

This Regional Law imposes restrictions in the field of retail sale of non-alcoholic tonic drinks in the regional territory. Non-alcoholic tonic drinks shall be intended non-alcoholic drinks, including energy drinks (with a mass fraction of solids of at least 10 percent), except for tea, coffee and non-alcoholic drinks based on tea and coffee extracts, containing caffeine in an amount of more than 0.151 mg / cu. cm and (or) other tonic components in an amount sufficient to provide a tonic effect on the human body. Requirements ensuring product safety, product quality requirements, and labeling of tonic drinks, including energy drinks, are established by the national standard of the Russian Federation GOST R 52844-2007 "Non-alcoholic tonic drinks. General specifications", approved by order of the Federal Agency for Technical Regulation and Metrology dated December 27, 2007 N 476-st. In the regional territory shall be prohibited sale of non-alcoholic tonic drinks minors (persons under the age of 18). If the person directly dispensing non-alcoholic tonic drinks (the seller) has doubts that the buyer has reached the age of majority, the seller has the right to demand from this buyer an identity document (including an identity document of a foreign citizen or stateless person in the Russian Federation) and allowing to establish the age of this buyer; (b) using vending machines; (c) in buildings, structures, structures, premises owned, disposed of and (or) used by educational, medical, physical culture and sports organizations, in sports facilities; and (d) at a distance of less than one hundred meters in a straight line, without taking into account artificial and natural barriers, from the nearest point bordering the territory intended for the provision of educational services. Violation of the requirements of this Regional Law entails administrative liability.
