Abstract The scope of this Regional Law shall be to reinforce environmental legislation and ensure ecological safety. State ecological control shall be carried out by the authorized state institution in the sphere of ecology and natural resources and by the authorized state institution in the sphere of wild fauna and aquatic biological resources. Combination of the functions of state ecological control and the functions of economic management of natural resources shall be prohibited. This Regional Law establishes the compulsory environmental protection requirements for natural persons, legal persons and individual entrepreneurs carrying out economic activities that may cause negative environmental impact. It also establishes criteria for ecological monitoring and sets forth guidelines for ecological education of the population.
