This Regional Law enters into force on the date of its official publication.
Abstract

This Forest Code regulates forest relations, establishes legal and economic grounds for rational management, reforestation, guardianship and protection of forests. Regional forests shall be public property. State forest management shall consist in planning for forest reproduction, forest management and rational use of forest resources and beneficial properties of forests, arrangements for conservation and protection and conservation of forests, and combating forest fires. The scope for state supervision shall be to enforce forest legislation. Regional forest fund shall be classified as forests of the first (protection forest and forest of protected areas) and the second (urban forests and forests with scarce forestation) group. Age and amount of felling for timber extraction shall be established in accordance with purposeful use of forests, forest composition and period of reforestation in felling areas. Amount of timber extraction and annual allotment of felling areas shall be established by groups of forests. Modalities of procurement of non-timber forest resources shall be established by the regional legislation. Use of forests of protected areas for purposes non-complying with purposeful use of such forests shall be prohibited.
