Abstract

This Regional Law establishes the procedure for distribution of hunting permits between natural persons performing hunting in the regional hunting grounds. The distribution of permits between applicants is carried out in the order of priority based on the date and time of filing or receipt of an application for a permit to the authorized body, within the available hunting quotas, authorized hunting rates and serving capacity established for public hunting grounds. When considering applications for the issuance of permits submitted by several applicants on the same day or received by mail on the same day, the order in which applications are considered is based on the time they were submitted electronically by the applicant personally or received by mail. The distribution of hunting permits for the hunting of ungulates and bears is carried out in the following manner: (a) 70 percent of the hunting permits are distributed among the applicants who, during the year preceding the start of the hunting season, hunted wolves on the territory of public hunting grounds; carried out during the year preceding the start of the hunting season, the regulation of the number of foxes in the territory of public hunting grounds; participating during the year preceding the start of the hunting season in activities to preserve hunting resources and their habitat in public hunting grounds; and (b) 50 percent of hunting permits are distributed among other applicants.
