Abstract This Regional Law establishes legal basis for ensuring environmental protection and ecological safety, conservation of favourable environment, biological diversity and natural resources. Environmental protection shall be based upon the following principles: (a) acknowledgement of ecological interests of the society and observance thereof; (b) prevention of negative environmental impact (ecological security); (c) environmental standards; and (d) public access to environmental information. Long-term environmental planning and policy shall be conducted by the regional administration and by the authorized state regional environmental institution. The following activities shall be prohibited: (a) economic activities within area of potable water supply sources; (b) economic activities causing negative environmental impact within urban forests, amenity forests and green belts; (c) projecting and realization of projects causing damages to natural ecosystems; (d) excess of authorized emission limits; (e) burning of weeds on agricultural land and in protected areas, nearby lakes and rivers; and (f) burning of waste and garbage without treatment of emissions.
