Abstract This Regional Law regulates relations in the sphere of potable water supply and establishes state guarantees for ensuring potable water supply to consumers complying with potable water quality standards. The scope of this Regional Law shall be to ensure consumer protection in relation to potable water supply complying with safety and quality standards and to ensure stable potable water supply. Basic principles of potable water supply shall be as follows: (a) high priority of qualitative potable water supply to citizens; (b) state regulation and state supervision in the sphere of potable water supply; (c) safety and reliability of potable water supply; (d) priority use of groundwater sources for potable water supply; and (e) registration of potable water consumption and payment therefore.
