Abstract This Regional Law establishes organizational arrangements and legislative norms for protection of the population against environmental and technological disasters, and also protection of environment against environmental and technological disasters. Regional early warning system shall be integral part of the federal common state early warning system aimed at the prevention of environmental and technological disasters and mitigation of the consequences thereof (art. 3). Population shall be kept informed in order to reduce risks and damages in case of the outbreak of environmental and technological disasters or emergency situations (art. 4).
