Abstract This Regional Law delimits plenary powers at the regional level in the sphere of subsoil management. Regional Government shall be responsible for: (a) management of regional mineral deposits; (b) setting forth terms and conditions for extraction of common minerals by landowners without the use of explosives; (c) issuance and renewal of exploration and mining licenses; and (d) public expertise and assessment of mineral deposits. Regional executive body in the sphere of subsoil management shall be responsible for: (a) validation of the list of plots of subsoil of local significance; (b) concession of plots of subsoil of local significance; and (c) state geological supervision.
