Abstract This Regional Law regulates the issues of subsoil management, concession of plots of subsoil of local significance containing common widespread minerals and also plots of subsoil destined for construction of exploration and mining facilities. Plots of subsoil shall be conceded in the form of mining allotment or geological allotment. Subsoil management shall be subject to mandatory public licensing. Subsoil management licence holder shall have exclusive right to subsoil management within the boundaries of allotted plot of subsoil. Period of subsoil management can be either open-ended or for a limited period of time. Exploration licences shall have the period of validity 5 years, for mining and extraction of common widespread minerals until complete exhaustion of mineral deposits and short-term mining licence shall have the period of validity up to one year.
