This Regional Law enters into force 10 days after the date of its official publication.
Abstract

This Regional Law regulates some issues of fisheries and conservation of aquatic biological resources. Main directions of the regional state policy in the field of fisheries and conservation of aquatic biological resources shall be as follows: (a) ensuring rational use of aquatic biological resources and the preservation of their natural reproduction; (b) improvement and development of the regional legislation in the field of fisheries and conservation of aquatic biological resources; (c) protection of interests of citizens, social associations and business entities operating in the field fisheries and conservation of aquatic biological resources; and (d) use of scientific research in the field of fisheries and conservation of aquatic biological resources. State support of fisheries and conservation of aquatic biological resources shall be granted in the following forms: (a) implementation of fisheries development and conservation programs; (b) establishing tax incentives for users of aquatic biological resources; and (c) other forms envisaged by federal and regional legislation. Natural persons and business entities performing fisheries on the regional territory shall have the right to: (a) fisheries within allocated quotas; and (b) other rights envisaged by the federal legislation. Natural persons and business entities performing fisheries on the regional territory must: (a) perform fisheries specified in fishing authorization; (b) comply with established standards, rules and norms in the field of fisheries and conservation of aquatic biological resources; (c) use authorized fishing methods e fishing gear; (d) prevent deterioration or destruction of natural habitats of aquatic biological resources; (e) submit information related to fisheries in accordance with acting legislation; and (f) perform stock enhancement and repopulation arrangements.
