Abstract This Regional Law regulates relations on the use and protection of waterbodies (water relations) on the regional territory, establishing powers of the regional state authorities in the aforesaid field. Regional Government exercises the following powers: (a) possession, use, disposal of waterbodies, owned by the regional administration; (b) establishment of the executive authority of special competence of implementation of environmental control (supervision) in relation to waterbodies, water protection zones and coastal protective strips; (c) establishment of the rates of payment for the use of waterbodies located in the regional territory and owned by the regional administration, the procedure for calculating and collecting such a fee; (d) approval of the regional the state programs for the use and protection of waterbodies or their parts located on the regional territory; (e) participation in the activities of basin councils; (f) reservation of sources of potable water and household water supply; (g) approval of the rules for the use of waterbodies for navigation on small-size boats; (h) approval of the rules for the protection of human life at waterbodies; (i) participation in the organization of state monitoring of waterbodies; and (j) other powers in the field of water relations, established the legislation of the Russian Federation and the regional legislation.
