Abstract This Regional Law regulates the issues of subsoil management, concession of plots of subsoil of local significance containing common widespread minerals and also plots of subsoil destined for construction of exploration and mining facilities. Plots of subsoil shall be conceded in the form of mining allotment or geological allotment. Plots of subsoil shall be utmostly compact. Subsoil management shall be subject to mandatory licensing. Subsoil management licence holder shall have exclusive right to subsoil management within the boundaries of allotted plot of subsoil. Subsoil management can be restricted for the purpose of ensuring national defence activities and environmental protection. Period of subsoil management can be either open-ended or for a limited period of time.
