Abstract

This Regional Law is aimed at creating conditions for the implementation of effective economic activities in the field of reindeer breeding, the preservation of the traditional way of life and the protection of the original habitat of the indigenous peoples of the North and representatives of other ethnic communities on the regional territory. The objectives of this Regional Law shall be as follows: (a) state support in reindeer breeding, aimed at preserving reindeer breeding, increasing production, primary processing and sales of reindeer breeding products; (b) ensuring the conservation and rational use of reindeer pastures; and (c) social protection of reindeer herders and members of their families. The main objectives of state support for reindeer husbandry are: (a) creating conditions for sustainable development of reindeer breeding; (b) formation of an efficiently functioning product market for reindeer breeding; (c) conservation of reindeer habitat; (d) attraction of investments in reindeer breeding; (e) involvement of qualified staff, including young specialists, in reindeer breeding sector; and (f) preservation of the traditional way of life of the indigenous peoples of the North. State support for reindeer breeding is carried out according to following main directions: (a) development of reindeer ranching, including pedigree breeding; (b) development of production, primary processing and trade of reindeer products; (c) updating the material and technical base of reindeer farms; (d) ensuring measures for the conservation of reindeer pastures; (e) organization of activities related to quality improvement of reindeer population and increased productivity of reindeer breeding; (f) organization of the provision of educational services related to the training and retraining of personnel in reindeer breeding sector; (g) development of a system of state support for risk insurance related to reindeer production; and (h) development of scientific research in reindeer breeding sector.
